为营造良好的引才用才环境，吸引更多的高层次外国人才来贵阳创新创业，根据《贵阳市外国人才医疗保险补贴实施细则（试行）》的规定，组织开展2022年贵阳市外国人才医疗保险补贴的申报工作，具体通知如下：

一、申报对象

申报对象为持有外国人来华工作许可或外国人永久居留证在贵阳市内企事业单位（包含对筑有经济贡献的省属企业和在筑央企）、省级以上重点实验室、工程技术研究中心、技术创新中心、企业技术中心工作一年以上的外国高端人才和符合贵阳贵安重点产业发展目录的外国专业人才。

二、补贴标准及范围

（一）人才分类标准。外国高端人才是指具有外国国籍，符合国家《外国人来华工作许可分类标准（试行）》中A类水平的科学家、科技领军人才、国际企业家、专门特殊人才等外国高端人才；外国专业人才是指具有外国国籍，符合国家《外国人来华工作分类标准》中B类水平且从事行业符合贵阳贵安重点产业发展目录的外国专业人才。

（二） 补贴金额及范围。外国高端人才（A类）及其随行家属可享受每人每年最高3000元的医疗保险补贴；对在贵阳贵安重点产业领域中从事科技研发、工程技术岗位的外国专业技术人才（B类）及其随行家属（限额两人）可享受每人每年最高2000元的医疗保险补贴；贵阳贵安重点产业领域中其他岗位外国专业人才（B类）可享受每人每年最高1000元的医疗保险补贴。

（三）申请人需无违反科研伦理、科研诚信等不诚信行为记录；没有被列入失信被执行人；没有受到过行政、刑事处罚以及其它违反相关法律法规的行为。

三、补贴兑现流程

外国人才医疗保险补贴申报以自愿申报为原则，申报时间：7月11日上午九点至8月12日下午五点。本年度申报上年度的医疗补贴，申请须提交以下资料：

（一）申请人申领医疗保险补贴申请表；

（二）申请人及随行人员护照扫描页；随行人员需与申领外国人来华工作许可或外国人永久居留证时随行人员信息相符；

（三）申请人持有的外国人来华工作许可证或外国人永久居留证扫描页；

（四）申请人及随行人员购买的上年度的境外医疗保险或境内购买的大病和住院医疗保险的凭证资料；

（五）申请人个人诚信承诺书；

（六）申请人在中国内地开户的个人银行账号资料；

（七）申请人以“平均工资收入不低于本地区上年度社会平均工资收入6倍或4倍”认可为A类或B类人才的，请提供上年度缴税凭证。

四、有关要求

Notice on Application for2022 Medical Insurance Subsidies for Eligible Foreign Talents in Guiyang  

Toall relevant governmentaldepartmentsandemployers,

To create a favorable environment for the introduction and retention of talents and attract more foreign high-end talents to Guiyang for innovation and entrepreneurship, measures will be rolled out to grant medical insurance subsidies of the year 2022 to eligible overseastalents in Guiyang under the Implementation Rules of Guiyang’s Medical Insurance Subsidies for Eligible Foreign Talents (For Trial Implementation). The details are as follows:

I. Eligible applicants

Medical insurance subsidies are applicable to foreign high-end talents and foreign professionals with Foreigner's Work Permit in China or Foreign Permanent Resident ID Card. They should have worked for at least one year at enterprises or publicinstitutions in Guiyang, including Guiyang-based provincial and central state-owned enterprises (SOEs)with contributions to the local economy, key laboratories at or above provincial level, engineering technology research centers, technological innovation centers, and enterprise technological centers. Applicants should work in industries listed in the Priority Industry Catalogue of  Guiyang and Gui’an.

II. Subsidy standards and scope

a) Classification of foreign talents. Foreign high-end talents refer to scientists, leading science and technology talents, international entrepreneurs, and special talents with foreign nationality who can be classified as Category A talents according to the Evaluation Criteria for Foreigners Employed in China (Trial). Foreign professionals refer to persons with foreign nationality that can be classified as B Category according to the Evaluation Criteria for Foreigners Employed in China and their work industry should be included in the Priority Industry Catalogue of Guiyang and Gui’an.

b) Subsidy amounts and scope. Foreign high-end talents (Category A) and their accompanying relatives can be granted a medical insurance subsidy of up to CNY 3,000 per person per year. Foreign professionals (Category B) working in scientific and technological R&D or technical engineering in key industries of Guiyang and their accompanying relatives (up to two people), are eligible for a medical insurance subsidy of up to CNY 2,000 per person per year. Foreign professionals (Category B) in other posts of key industries inGuiyang are entitled to a medical insurance subsidy of up to CNY 1,000 per person per year.

c) Applicants should have no records of dishonesty such as violation of ethics and integrity in scientific research, nor should they be on the List of Dishonest Persons Subject to Enforcement. Applicants should have received no administrative or criminal penalties, nor committed any breach of relevant laws and regulations.

III. Procedures of subsidy application

Application for medical insurance subsidies for eligible overseas talents is on a voluntary basis. The application period is from July11 at 9 a.m. to August12 at 5 p.m., during which time medical insurance subsidies of the previous year can be claimed. Submission of the following documentation is required for application:

a) Application form of medical insurance subsidy filed by the applicant.

b) Scanned copies of passports of applicants and their accompanying relatives. Information of accompanying relatives shall be consistent with that in their application documents for Foreigner's Work Permit in China or Foreign Permanent Resident ID Card.

c) Scanned copies of applicants’ Foreigner's Work Permit in China or Foreign Permanent Resident ID Card.

d) Supporting documents of medical insurance purchased abroad for the previous year, or evidence of major medical health insurance, which covers expenses associated with serious illness or hospitalization, purchased in China by applicants or their accompanying relatives.

e)  A letter of personal integrity and commitment signed by the applicant.

f) Applicant’s personal bank account information in mainland China.

g) Applicants identified as Category A or Category B talents, which isbased on their “average salary income is no less than 4 times or 6 times that of the local average salary of the previous year”, should provide their proof of tax payment in the previous year.

IV. Requirements

a) Applicants must submit a hard copy of all application materials to the Foreign Experts Office (Science and Technology Talent Office) of Guiyang Municipal Science and Technology Bureau within the specified time.
